When Overhaul reassembled Izuku after death, he wasn't the same anymore.
Shigaraki worked with Overhaul on creating a new drug, and Midoriya happened to be the test subject. It backfired when he turned on them, and decided to form his own version of the league. Somewhere along the lines after escaping prison, he got a message from Bakugou wanting to meet.
