Breaking the code (Russia x Germany)

Okay so, in this story the countryhumans are the rulers of their country. They are born different from other people, something like royalty. All other humans look exactly like the country leaders except for their skin being just one color and they have a small flag of their country on their wrists, which is something everyone of them gets born with. But they are unable to make a difference between countryhumans and ordinary people like them until a countryhuman starts ruling over their country. To be able to rule their countries they have to be tested so they would prove that they are ready for that role. If the destined ruler of the country is too young or not mature enough mentally to rule his country one of the older countryhumans takes care of their country until they are ready. If they fail on their second test the other leaders have no choice but to give that role to someone else.

P.S. By their rules the country leaders that are taking care of someone else's country don't have the right to make any changes in that country. And no one is allowed to start a war with a country without its ruler. Who tries to do that will immediately lose the right to rule their own country. Only if you win a war against a country that has it's ruler you have the right to keep the conquered territory.
