A reaper of hell collects the souls of those that have been corrupted by the sins that he or she have committed during their time on earth;
Whenever souls have low level sins they have a chance of becoming lost souls but if the sins they have accumulate are so corrupted they become a dagine - for this to happen the reaper would be forced to obliterate it from existence.
Failing in doing so will run the risk of giving the dagine a chance to infect more souls, which will disrupt the order of hell causing chaos to befall the humans; To put it plain n' simple imagine 'the dark ages' just 10x more destruction .
