Bill is an escaped demon from hell, where he and Allison ruled together as partner overlords. When he escaped it's because he was looking for a way to solve the overpopulation in hell due to fear one day he and Allison or anyone they got close to (Husker and Nifty) would be targeted by the exterminators. He never went full strength against the Pines. After being "defeated" he ended up back in hell where he stayed until someone shook his statue's hand. When he was revived back to the mortal world he took Allison with him. They then took the form of normal humans (having the ability to shapeshift) and are now looking for a solution to overcrowding in hell and revenge.
