How can you justify "the bad guy"?
Mei is a girl of very little fears and is not easily intimidated with her own rules of life and is (in)famous for being forgetful however her forgetfulness becomes amnesia in an unfamiliar place.
When she realizes that her mind is being contained by the authorities, it doesn't take much time for criminal activities and secret services to trail behind with their twisted, tainted and distorted reasons begging to take part in the mind experiment. As things go wrong, she itself must be destroyed as living evidence but she must survive. Her name is taken away and left as a label. She has a dice within the palm of her hand and Her questions will be answered if she can ever roll six.
It is up to you whether you see each person as naive, justified or evil.
