This is 27 years after Oliver and Barry sacrifice themself to save the world and the death of the Flash and the Green Arrow. Everyone was in peace expect the daughters of Oliver Queen and Barry Allen. 

As Kara Danvers-Allen died 5 years after the death of her husband. And Sara Lance took the dauthers of Barry Allen and Kara Danvers-Allen.
