Izuku Octavius is born a genius, by the age of 4 he was speaking fluent Japanese with no problem. He also was surpassing those in 2nd grade when he was barley in Kinder. Izuku has a photographic memory which allowed him to surpass Nezu's IQ of 236 at the age of 10.

To put it in its simplest, Izuku is a pure genius, overall the smartest human being. 

When he was 4 he got a quirk that gave him spider like abilities that made him quite powerful, even though he never used his full strength in order to not hurt others.

This caused people to believe he was just weak and pathetic, He was just a 'bug' ready to be 'squashed.'
This lead to very harsh bullying and abuse by his 'workmates.' 

However they never knew of the incredibly muscular physic, or the hellish training he did in order to be the strongest.

So after his Middle School life was over, he started UA in where he proved everyone he was far... more Superior!
