They were looking for a woman who met all the criteria, and they found her in the Red Room. Hydra negotiated with the Red Room and formed a partnership. Hydra developed the child and both shaped it according to their agreement. That's how Invisible Girl was born, a girl who was raised to be a perfect soldier.
But what does Bucky have to do with her?
