That is because the USA miraculously survived when the apocalypse occurred. After the apocalypse, new nations rose and new continents. Knowledge about past civilizations and nations was all lost, but one nation holds all the knowledge. That is the USA. They've planned to take back the entire North America wasteland to make America be reborn again. But Oum has other plans For Jaune, the Enclave, and their former allies.
