Recoil is known by a lot of people and groups. They are considered as a nuisance by the authorities who go after them, a threat by the government who order their capture, an ally to SHIELD who believe them to be a fabled protector and an enemy of HYDRA who somehow survived World War 2.
Recoil is believed to be a myth to the heroes of the planet, made by the mind of a delusional agent, they are as much of a ghost story as the Winter Soldier.
But as the Avengers seem to continuously discover, ghosts are becoming real and myths always hold at least a grain of the truth.
