It's the mid to late 1960's, Harry and Niall are neighbors living in an apartment complex in Queens, New York. As the years go on, there is an unusual series of murders, rapes and robberies. There isn't any sign of hope until the begging of the 1970's when anonymous tips come flooding into the NYPD's homicide unit.
