Every one thousand years, 16 dragons get phenomenal powers after the Battle of Victory against the Mahantis. The dragons are in two different classes. Whichever class succeeds in a practical exam moves on to the next stage. When the final exam comes, whichever dragon that succeeds will become the next Ultimate Dragon Master (UDM). The current one is Shujin Ohtama. However, when the Mahantis, who are supposed to be extinct, survive and attack the world of Shodarokon, the dragons of the succeeding UDM class must fight them with water demons, fire stormers, and other fantastical creatures to restore justice and form the Council of Heroes.
