Class E was a new class created by UA to create hero's that are only used as a last ditch effort. That they would only be used for Emergencies when the hero's can no longer handle the situation at hand. They were specifically picked by UA on their quirks and their ability to blend in and a just to different environments.
(The E in class E stands for emergency).
