Plus, the girls' mysterious new neighbor, Elijah, appears at school on the first day with a devilish smile and a reckless attitude. Will this year finally be the year that Penelope breaks out of Heather's shadow? Will Penelope finally kiss a boy? Maybe even fall in love?
