Hollis is conducting an investigation on what just happened over the course of Phsyconauts 1, 2, and Rhombus of ruin, and eventually comes across the events that went down thorny towers and specifically the milk man conspiracy and Rasputin's Involvement..
Boyd Cooper, after the incident, seems to be progressing well with his arsonist tendencies and accusatory mental issues. However, Hollis' poking and prodding sends him back on an mental spiral about the Milk Man and the Government once more.
Rasputin is called to the office, sees the situation, and decides to be an petty shit.
