the impossible doppelgänger (wholock)

the doctor has explained to us that it is impossible to have a version of him in an alternate universe, yet alone anywhere. after his regeneration, the eleventh doctor is traveling alone. he happens to find a similar looking fellow. in fact, an exact human copy of him. or is this doppelgänger really human?
and somehow... a consulting detective is involved.
