Slowly cracking, and getting mentally tormented. Cebell Ludovico, sister to Matt Miller, is done with being a puppet of the famous cyber crime gang, known as: the Deckers. She follows her dreams on becoming a gang leader. Being teased and bullied about never becoming a gang leader, just because of her personality and looks, she is determined to prove both of her brothers wrong. Cebell is determined to make the Third Street Saints, the most feared gang in all of Steelport.
