Those were the rules that everyone inside the gate, the Kingdom were asked the follow. They don't seem that hard to follow because they aren't.... or weren't.... not until him.

Natasha lived inside the gates since she was born, so had her big brother Nikolai, and their parents, and their grandparents. As far back as she could think of her whole family had lived inside the safety of the gates. Everyone knew that all that was on the outside was danger.
