The death of Sentinel Prime and Megatron signalled the rest of the Decepticons to go into hiding. After the events that took place in Chicago, America's Government have deemed all Autobots illegal, and they are actively being hunted by the humans.
Sam Witwicky, after breaking dozens of laws during Chicago, is also considered a criminal. His girlfriend, Carly, is now considered an accomplice to Sam, and so, they must flee their home, and live on the run with the Autobots.
