Werewolves were created because of an overly emotional witch. 

The Original Hybrid. Klaus Mikaelson. His Werewolf side was blocked by his mother, not allowing him to be who he really was. 

But when he lifted the curse, he threatened all the werewolves to join him. Declaring War between Vampires and Werewolves.
