S tier's powers are basically anything conceivable, and d tier's power is that they can transport 1 person to them once a month ( or a total sum of 300 pounds of human parts But they wouldn't do that as a villain or hero)

Skylar is their older brother's sidekick. The obvious choice when your family of super heroes ends up with a d tier child. What else was Skylar to do? become a villain? sure... like that would happen. It's hard to betray the world you grew up in, even if it sucks to be a sidekick to your jerk older brother.
Alex was once a hero, by the name of Superior, but that was high school, everyone goes through their hero phase. Some just take longer to grow out of it. Now they are an S tier villain, powers beyond your belief, but they're caught up on one particular hero, an anything but simple d tier hero, sidekick to some ridiculous bozo.
