With the Capability

How can a city, all by itself, develop into a new country, getting separated from the mainland of the country it used to belong to and later on go on to capture the mainland itself and make everyone free of the suppression? Well, it's what I call proper use of mind...

So the country to which this city (past) belonged to was a country following dictatorship; at the most extreme level, one could imagine. No rights, No freedom, No disobeying of laws and the supreme leader, the one above all, even god.

The city was located on the western part of the country, surrounded by another country, but an enemy. The border was wholly covered by the city and the border was guarded, not by soldiers happily, but by electric railings, that upon touching would conduct electric current of 440 volts into the body of the person. The enemy has some tribes living at the border, who worshipped nature, considered it the almighty and took care of it like a child. They hated all means and people, who tried to, even unintentionally, cause harm to the nature, and would vow to "not leave a piece of their limb, no blood in the body, no tendons and ligaments in their right position", or in other words, not spare them by any chances... they favoured neither ends and were, by the fear of their means, granted permission to remain on the borders and cause no disturbance to any end. Though they were uneducated, they could still tell whether a person intends to harm the environment or wants to get use of them...

Between the mainland and the city, there passed a river, very wide with high-speed flowing water, and only 3 KMs of boundary were connected to each other, that also unguarded.
