A new Avengers recruit class originally dubbed the "New Blood" is formed to attempt to stop this Surging threat, but when one of their own is framed for the crimes of the evil mutant by a grieving doctor, doubt is cast on the New Bloods, and they must clear their names before they can become full fledged Avengers.
