Theo came to Beacon Hills for one thing and one thing only: Scott's pack. He wanted them all, except for Scott himself. Stiles is thrown out of the FBI program, Stiles is furious with knowing it's because of Scott. Stiles needs/wants to show Scott how he feels, but knows he wouldn't stand a chance against Scott or the others if they get in his way. So Stiles thinks of something he never thought he would.
