Once the child started walking was when the palace staff began fearing for their lives over their jobs. Because of the child's tendency to run under foot, eat anything on the ground, hide in small cabinets, drawers, and hideaways, and climb onto shelves above the servants' reach, the risk of them injuring not only themselves but the staff as well skyrocketed. And since it fell to the palace's staff to care for the child, if anything happened they would once again be falsely blamed.
