Shigaraki was obsessed with molding the hero world into his own image. It was corrupt and broken. When not killing heroes, Shigaraki is depressed. He is misunderstood and dead inside. At least for a time. He was walking through the back alleyways when he saw a girl brutally murdering a hero. A strong one too. Her technique was truly villainous. She was drinking her blood.
