It's 1996.
Two years ago, Rocket went through the biggest upheaval of his life - both of his parents were killed in a completely unpredictable car accident while on their way to business trip.
Now at 19 years old, his godmother Angela has taken him far from his home in Cornwall, England all the way to the western shores of California. She might be going through a bit of a mid-life crisis. Rocket doesn't mind; he barely had anyone back in England who would miss him anymore and they both deserved a good change.
Having been engrossed in the surfing scene of Cornwall, Rocket meets new friends in the largest surfing cultural hub on the planet and, one night on the beach, spots a particular interesting person.
