Specter made her debut in the public eye three months after Sentinel joined the ranks of the city's souped up do-gooders. That was no small coincidence. V never set out in life to be what she is (obviously) but she's mature enough to admit to herself that she can be a bit morally grey, with a flair for the dramatic, and so, despite the fact that her schemes never hurt any civilians - a point of pride - the press was quick to label her a supervillain, even though at most she's a high class thief.

And okay, maybe she was petty enough to become one just to mess with people.
