What if... Peggy Carter wasn't the one Steve Rogers fell in love with in 1943? Eleanor Phillips, daughter of Colonel Chester Phillips, has been chosen alongside Howard Stark to assist Dr. Abraham Erskine in creating the super soldier. She's travelled all across the country with him on his quest to find his white whale. After an unsuccessful trip she's back in New York. When she comes across Steve not once but twice at different recruiting stations trying to enlist despite his obvious health issues, she believes she's found the one they've been looking for, their super soldier.
Steve is intrigued by the woman who fought so hard to give him a chance and without realizing it, falls in love with her. During his training, Ellie falls in love with the little guy who's too stubborn to quit. As they navigate World War 2 and Hydra, she falls in love with the man who would give it all in service to his country, the perfect soldier and the good man who earned the title of Captain America.

As she's met with familiar faces, old memories begin to resurface that were once buried in the back of her mind. And now they're coming back to haunt her.
