Since science was expanded, the government had been experimenting with serums to give humans powers. It has been perfected through generations, creating the first lines of superheros. There are a few families of this focus and once their children turn 18 they are trained to use the serum to fight criminals and save innocents from attacks.
These serums are the most secure items in the world, safe from everyone. This was thought 30 years ago. The very first villain stole a serum and replicated its contents, creating an association that fights against heroes to steal and replicate more serums. The villains have created a powerful villain, the most powerful yet, and the government has created a serum to counteract it.
Their heroine is April Willard.

When twins Skylar and Jake were born, their scientist parents used them as an experiment. Each was injected with a dose of serum that would supposedly make them much stronger, smarter, simply better than other kids. But somebody added a chemical that changed the effects of the serum. As a result each twin got only half of the traits they were originally supposed to get. Skylar got the strength and speed while Jake got the brains. When they realized what had happened, the twins' parents immediately put them up for adoption, so neither one knew of the other. 12 years later Skylar is constantly failing all her classes, and Jake is getting bullied because he is so much weaker than other kids. But then Skylar's adoptive family decides to move across the country to find a new school for their daughter, which happens to be the school Jake goes to. They meet completely by accident. In the meantime, their parents have found a way to fix their mistake from 12 years ago -- they can make one of the twins perfect. But it requires for the other twin to give their life.
