"Some problems aren't meant to be solved." Rebecca recently finds her mom dead and is sucked into the world of I.P.C.I. She finds out about the part of her mother's life she never knew about. The world's population has reached 15 billion and the government wants to avoid the conflicts caused by the overpopulated Earth. When Rebecca is kidnapped by Matt and his sister who are part of a rebel group working towards shutting down the I.P.C.I, she is forced to make a decision that could affect the lives of millions. As they take her to an island where people's lives are controlled by the Institution, Rebecca starts to question which side she should chose in this messed up world.
