Phoenix city has constantly dealt with overpopulation for many years. This overpopulation caused not only issues in jobs and supplies, but also a new problem. Every year someone disappears with nothing left but a symbol of a person. The day is known throughout the city as the NPO or the national power outage. This problem remained for many years until the IMP formed which investigated these disapearances. The group worked for many years with no unveil, however hope finally appears when a girl with determination beyond anyone else's shows up.
