Lucy and Juvia have never gotten along with each other. After all their first impression of each other was well, let's just say not good.
And also the whole Love Rival thing. I mean they were Love Rivals.
Lucy had liked Gray pretty much since the beginning. They had a chemistry that she didn't find in anyone else.
Juvia, on the other hand, was defeated by Gray and he had shown her the beautiful sight of a clear, cloudless blue sky. She also has tiny feelings for Lyon who has been nothing but kind to her since she joined Fairy Tail.
Skip forward to after the GMG, Lucy and Juvia become Best Friends. When Tartaros attacked Fairy Tail, Lucy sacrificed her mother's key, Aquarius.
Juvia was there when it happened, she saw the pain Lucy went through.
After that happened, the girls decided to leave Fairy Tail and become stronger.
When they come back, they are stronger than ever.
