The Winter's Rose

The Winter Soldier wasn't meant to feel. The Winter Soldier was created to be a blank slate meant for Hydra to mold into the perfect assassin. For the most part, Hydra did their job; the Winter Soldier was known within Hydra to never make a mistake, and his hand in many high profile deaths was never seen from outsiders.

The Winter Soldier was the perfect machine for Hydra.

However, Hydra feared that if the Winter Soldier became too cold, too detached, he would turn against those who created him. They decided they needed to soften him up, only slightly. Hydra wanted to give their soldier one weakness, one that could only be reached by those within Hydra.

And so, the Winter's Rose was created.
