The third Hokage was done with him, with the thought that his reputation would be tarnished and ruined over a simply jinchuriki. So he sold the blond to a group before giving him over to the anbu to train under them.
Now the child is nothing more than a tool for his disposal. To keep the precious Uchiha safe as well as the third himself.
Gone is any hope of any normalcy, hope, affection, anything.
Naruto is a weapon. A disposable tool for the leaf to use as they see suitable and when they deemed necessary.
