The story follows Dahlia Daidouji, a young Magician from the U.K who moved to Japan when she was a child. Her father married a Youkai woman and so they joined the Kyoto Youkai Faction as a result.
After the Devils claimed Kuoh Town as their territory, Dahlia, her brother and other members of the Youkai Faction are sent as overseers to ensure that the Devils don't conflict with the local Youkai in the area. Especially after what happened with the Nekomata tribes.
Dahlia's best friend, Issei Hyoudou, a boy she has befriended seven-eight years prior to the present in Kyoto and have reunited with after she moved to Kuoh, had become a Devil after a Fallen Angel killed him in cold blood. Now the distant relationship between the parties of both Youkai and Devil Factions have become more intertwined. As a member of the Youkai Faction who's best friend was forced to become a Devil, how far is Dahlia going to push the line whenever she seeks to stick her nose into the Devils' business
