The nation of Kitzana is brutally oppressive.  The government keeps a database on every citizen and aggressively punishes dissidents... using tickling.  About seventy years after the rise of the authoritarian government, the people of Kitzana revolted.  The eighteen states united to revolt against the three states that were loyal to the government.  The Alliance of the Eighteen lost, and was brutally defeated, the government signed an act to ensure the rebellion could never happen again.

Upon registering for their citizen's identification at the ages of 18-19 the name of that citizen is in the lottery to be picked as a champion.  Every year, one man and one woman between the age 18-23 is chosen for the Tickle Games from each state.  They will fight in a battle royale arena tickling each other to death, until only one victor remains.  That victor is immune to ever being sent to the games again and them and their family will live comfortably for the rest of their lives.
