Inui was in a pickle, not literally.

He knows Shion is strong, but Kokonoi visited him while he was in juvie and informed him of the Black Dragon's defeat.

Now he needs a new leader, and it should be him right? He's never lost a one on on-

Or: Inui meets a sadistic Takemichi and South in juvie and asks them to join the Black Dragons, Takemichi as the leader and South as the vice president.

Takemichi was the brawn and brain and South was all brawn.

They agree, and he realizes sooner that it the best decision he's ever made. But now he has to deal with other people he disliked trying to court Takemichi other than him.
