Although a lot of people are born with this ability, they don't know how to control it. That's why special academies are built to train them in the use of their weapon. Also, most can inject their power into a normal weapon to make it stronger than it's regular version. This isn't always very effective against a demon and it's still weaker than an actual Spirit Weapon. That's where Akihito comes in. He's been studying at an academy, but can't summon his Spirit Weapon. None of his senseis know why this is and neither does he.
