This book is about the japanese urban legend, Teke-Teke. There are many different variations of this urban legend but this is the one this book focuses on: A girl is out alone in the evening, walking to the train station. Bullies arrive. They tie her up and throw her onto the tracks. She is sliced in half by a train and dies. Shen then roams urban areas and train stations and if she sees anyone alone, she will cut them in half a scythe, killing them the same way she was killed. The only way to get her to stop is to tell her where her legs are. 
This book is not based in japan. There was a specific railway in japan that you had to say but this book is not based there so it is a different railroad. This book is based in an imaginary world so-to-speak. I'll have to come up with a name for the railway.
