Masters are humans who were born with the abilities to connect to Gales. They are looked up to as a higher being and protect the empire. 
Lydia Wysteria just happens to be a Master, but she is different. Unusual if you want to say.
Zachary is Lydia's Gale. He was different as well. Found abandoned and with a past that he doesn't remember.
