In the Realm of the Gods births are rare, but worlds to oversee are not. With new worlds created constantly, some Gods are forced to oversee thousands of not millions of worlds at once. A lot of worlds are left abandoned, and I lot of high up Gods are becoming concerned of the growing chaos of the lower realms. So to placate the issue new gods are to be created from beings of the lower realms. Even if some turn out to be evil, it will lessen the work load of everyone else at least. Choosing at literal random, one "lucky" person is about to become one of the new gods.
