Representative Emma Monroe is the youngest ever elected representative in Congress, trying her best to fight against this year's budget proposal, concerned by rampant military spending. Emma is especially troubled by the hundreds of millions of dollars set aside for Project Insight, a military intelligence project shrouded in secrecy. But she is determined to get to the bottom of it, whatever the cost.

Sergeant James Barnes with the Capitol Police is assigned as a personal protection officer for Emma since she has started receiving massive death threats online in recent weeks. After months on desk duty, James is ready for the chance to prove himself in the line of duty.

James is not particularly pleased with the loud, stubborn, young representative he's assigned to protect, and Emma is less than thrilled with the grumpy, brooding cop who's assigned to protect her. But they can't seem to help being drawn to each other the longer that they are forced to spend time together.
