Though that was different for Issac Locke, all he saw Union as was money grabbing fakes and a plight to true heroes. Those feelings increased when he made it into Union Academy. He was bullied and ridiculed by most students and staff due to him having no powers to his name. He did have some friends though they couldn't do much to protect him against those who hated him. It got to the point where he was practically killed by those who hated him. He was on deaths door until was saved by a doctor who turned into a weapon against his will.
