Rácine has been roaming the wilds for a long time; since the death of her king Gil-Galad, to be precise. At first she hunted down orcs of Rhovanion on her own, until she heard of the Dúnedain Rangers of the North, descendants of the noble men of Númenor. Having been alone for centuries, millennia even, she sought out their company. As the Valar willed it perhaps, she met a young ranger amongst them, whose true identity is revealed to her when she sets foot inside Rivendell for the first time since the War of the Last Alliance and becomes part of the Fellowship of the Ring.
