(When obito saied he died with rin he meant it) Obito died with rin but only left the rest of himself behimd .Getting a multi personalaty disorder or whatever the proper name for that bullshit is was never on the list of things obito whanted to achive

After that he is taken in for interrogation, told he will be going into the UA hero course, and even gets adopted by Nedzu.
