Their family was targeted by the Volturi because they wanted Gabrielle and Phoenix to join them. When the two refused their family was brutally murdered leaving them as the only survivors. In their last moments with their parents they told them to always stick together.

'Phoenix' is more of a code name, a nickname.
Phoenix's real name is Merci.
But Gabrielle never calls her that unless she is really upset or very serious.

Phoenix is short tempered with a big mouth.
