Megatron rejected the idea saying it wasn't fair to the Prime

Starscream overheard Megatron but decided to go against his word and persuaded Shockwave to come with him to use the serum to turn Optimus into a Sparkling

Optimus (not having a clue he would soon be attacked) went out on a solo scouting mission
