Izuku Midoriya never had a quirk. He never made it into UA's Hero Course either. 

After graduating Aldera Junior High, he went off the radar as his childhood friend achieved sucess.

 Bakugo hadn't heard of Deku even as he reached the top of his class. As he became a hero he had a realization of his wrong-doings, so he bettered himself and attempted to become a hero everyone can look up to. 

But first he wanted to officially apologize to Deku.
