The official story was some volatile chemicals were not stored correctly near substandard wiring and fzzzt whoosh BOOM! The authorities produced enough grisly evidence to convince her mother she had perished.
Louise has been kept in deep concealment and subsequently brainwashed by the Faustus method so she cannot refuse work she found reprehensible. from 1963 til 2024 = 61 years of imprisonment.
Louise is an engineering Savant, if she has the tools and materials she can build it, she is also capable of taking a device apart she has never seen before and determining its use while fixing it. Bucky pre Vibranium arm was her creation.
